कल चीन की प्रमुख न्यूज़ एजेंसी शिन्हुआ की इस खबर ने एक बार के लिये थोड़ा चौंका दिया । इसमें बताया गया है कि चीन की कम्युनिस्ट पार्टी ने बाक़ायदा एक बैठक करके चीन के राष्ट्रपति और कम्युनिस्ट पार्टी के महासचिव शी जिनपिंग को पार्टी का सत्व (core) घोषित किया है । उसके शब्दों में -
"A key meeting of the Communist Party of China (CPC) has called on all its members to "closely unite around the CPC Central Committee with Comrade Xi Jinping as the core."
That "the CPC Central Committee with Comrade Xi Jinping as the core" was formally put forward at the meeting, reflects the common will of the entire Party, the military and people of all ethnic groups in China.
Since the 18th CPC National Congress, Xi, as the general secretary of the CPC Central Committee, has led the Party, the military and the people in breaking new grounds and making great achievements in the great cause of building socialism with Chinese characteristics and the Party.
In the new great practices, Xi has already become the core of the CPC Central Committee and the entire Party.
The CPC Central Committee with Comrade Xi as the core is where the fundamental interests of the Party and state lie and a fundamental guarantee for the adherence to and strengthening of the CPC leadership.
"Together we must build a clean and righteous political environment, and ensure that the Party unites and leads the people to continuously open up new prospects for socialism with Chinese characteristics," the communique said.
The CPC meeting also approved two documents on the discipline of the Party, including the norms of political life within the Party under the new situation and a regulation on intra-Party supervision, moves that showcased the CPC Central Committee's strong resolve and commitment in practicing comprehensive and strict governance of the Party.
Such efforts will also ensure that the Party is capable of resisting corruption and withstanding risks, thus, safeguarding the authority of the CPC Central Committee and the Party's unity, advancement and purity.
The comprehensive and strict governance of the Party and a strong core of leadership are the key to China's development and the cause of building socialism with Chinese characteristics.
With the unity of the CPC around the CPC Central Committee with Xi as the core, China will gain further impetus to realize its two centenary goals. "

हमने यहाँ इस पूरी खबर का तर्जुमा नहीं किया है । इस खबर में आगे पार्टी में अनुशासन और भ्रष्टाचार पर रोक के बारे में दो प्रस्तावों की भी चर्चा है और कहा गया है कि इन दोनों महत्वपूर्ण लक्ष्यों को हासिल करने में शी जिनपिंग के सत्व वाली केंद्रीय कमेटी की एकजुटता से और ज्यादा बल मिलेगा ।
जिस समय चीन में पूरी तरह से क़ानून का शासन लागू किये जाने की बात चल रही है, जिस समय पार्टी में जनतंत्र पर बल दिया जा रहा है, उस समय, यकबयक, एक ऐसी घोषणा - सर्वहारा की तानाशाही से पार्टी और फिर नेतृत्व के प्रभुत्वशाली गुट से व्यक्ति विशेष की तानाशाही तक की अनेक समाजवादी देशों की कम्युनिस्ट पार्टियों की यात्रा का ऐसा एक चिरस्थायी क़िस्म का विचारधारात्मक रूपांतरण - हमारी दृष्टि में कम्युनिस्ट पार्टियों की सांगठनिक संरचना के सिद्धांतों पर बहुत ही गंभीरता से पुनर्विचार करने की माँग करता है ।
लगभग पाँच दशक पहले की बात है, सोवियत संघ की कम्युनिस्ट पार्टी की बीसवीं कांग्रेस और उसमें स्तालिन के बारे में ख्रुस्चेव के सनसनीखेज ख़ुलासे के बाद सारी दुनिया में जब कम्युनिस्ट पार्टी में व्यक्ति पूजा के विषय में ख़ूब चर्चा चल रही थी, कलकत्ता में 'स्वाधीनता' पत्रिका के एक शारदीय विशेषांक में डा. रामविलास शर्मा का एक लेख प्रकाशित हुआ था - 'वर्ग-चेतन श्रद्धा और व्यक्ति पूजा' । वह स्तालिन की व्यक्तिपूजा के समर्थन में तैयार की गई भक्ति से ब्रह्मलीनता (मुक्ति) तक की यात्रा की अपने प्रकार की एक दलील थी ।
तब से गंगा में काफी पानी बह चुका है । दुनिया से समाजवादी शिविर नाम की चीज निश्चिन्ह हो चुकी है और आज कम्युनिस्ट पार्टियाँ जन-संघर्षों के नेतृत्व के स्थान से भी अधिकांशत: ग़ायब दिखाई देती है । मार्क्स के विचार वैश्वीकरण की गुत्थी को खोलने में जितने कारगर दिखाई देते हैं, कम्युनिस्ट पार्टियों की आंतरिक जड़ताओं को तोड़ने में उतने ही असमर्थ हैं ।
कम्युनिस्ट पार्टियों का नेतृत्व अपनी दुनिया में स्वयं किसी स्वायत्त और स्वाधीन गणतंत्र के सत्ताधारी होने के भ्रमों में खोया हुआ प्रतीत होता है । जब यह हाल ग़ैर- सत्ताधारी पार्टियों का है, तब चीन में तो वह वास्तव में सत्ता पर है और अनंतकाल तक बने रहने की ख़ुशफ़हमी में रह सकता है । ऐसे में सिर्फ पार्टी का नेता नहीं, उसका सत्व, उसका व्यक्त-अव्यक्त सब कुछ बन जाने की वासना का पैदा होना सचमुच हमारे लिये 'यदा यदा ही धर्मस्य' और 'अभ्युत्थानमधर्मस्य ...' वाला मामला बन जाता है ।
अब हमारी चिंता इस बात को लेकर है कि आख़िर वहाँ 'धर्म की हानि' कहाँ से हो रही है !
